BACKSteeve leads the department advising multinational clients on their expansion and operations across Saudi Arabia and the GCC. He specializes in structuring market entry, investments, and transactions in compliance with Saudi regulations, GCC frameworks, foreign investment rules, and applicable tax treaties. He joined Eptalex in 2019 and has since played a central role in supporting complex, multi-jurisdictional matters across the MENA region.
Steeve has extensive experience in legal due diligence for M&A transactions, IPOs, and strategic investments, with a particular focus on corporate governance, regulatory compliance, and risk allocation under Saudi law. His work includes reviewing corporate structures, shareholder arrangements, regulatory filings, and compliance frameworks in accordance with Capital Market Authority (CMA) requirements and Tadawul listing rules.
He regularly drafts and negotiates commercial and investment agreements under KSA and GCC laws, advises on transaction structuring, and supports clients through regulatory approvals. Steeve has led engagements involving CMA consultations, SAMA approvals, and MISA licensing, particularly for major medical, fintech, and regulated-sector companies operating in the GCC.
Steeve works closely with the Eptalex UAE team and international law firms to deliver integrated cross-border advice, including contracts, legal opinions, and dispute resolution matters governed by Saudi, UAE, other Arab, and European laws. He is recognized for his strong legal writing, analytical approach, and ability to manage complex matters efficiently while maintaining clear communication with clients and stakeholders.
He was shortlisted as an ITR World Tax Rising Star Lawyer for 2024 and 2025 in the Direct and Indirect Tax category for the EMEA Region.
